All three smaller city planners — from Sumas, Everson, and Nooksack — described being hemmed in by floodplains, agricultural resource lands, and the Growth Management Act's contiguity requirements, leaving them with few options for expansion. Each also described significant difficulty reconciling population growth allocations set in the multi-jurisdictional resolution with housing capacity numbers generated by the state's Housing For All Planning Tool, which produces unit allocations that imply population totals substantially higher than the growth targets the cities themselves are planning for.
